O2 are generally better than vodaphone and there cap is quiet big

However it depends on your location, why dont you just both , both come with a trial and a full money back guarentee,

Grab the O2 dongle first, if its good stick with it because like i said generally O2 mobile is better than vodafones offering

Avoid 3 like the plague, hope this helps!

Coverage wise it depends where your using it...same as a mobile phone, best to make use of the trial and test were you plan to use it.

    O2 have
    HSPDA 3.6M
    3G 384k
    EDGE 236k
    GPRS 53k
    10Gig Cap

    Vodafone
    HSDPA 3.6M
    3G 384k
    GPRS 53k
    5 Gig cap

O2 have EGDE whereas vodafone dont so o2 myte be a better option
