Who do I complain to about paypal?

    Long story short, paypal robbed 30euros from my account after I sold a phone to somebody. They thought that the transaction was fraudulent for some stupid reason so they took the 30euros away... I rang them up and everything but they are not going to give me my money back. This is pure robbery.

    So who do I complain to?

    I doubt they robbed the money from your account. There must be more detail to this charge. Did the buyer do a charge back, or dispute the transaction? If they did, and you didn't reply, then Paypal would have found in the buyers favor and refunded their payment. You can't do anything about this as it's in Paypal's policy.

    Ok so the story goes like this.

    I sold a phone on adverts.ie and the buyer sent me 30e by paypal.

    I post the phone the next day.

    Paypal investigate my account a few days later, take the 30e out and send it back to the buyer. So the buyer got a free phone and I got shafted.

    I rang paypal, they're not giving me my money back. Either has the buyer.

    So can I complain to the guys in the linky?

    It depends on the nature of the "investigation" you mentioned.

    For the money to be refunded, the buyer would need to start a dispute. You would be notified of this. Then he'd need to escalate to a claim, which you would also be notified of. Then, without your intervention, the refund would not go through for 10 days.

    What I think may have happened is you've been conned. The buyer used a stolen card, or a hacked Paypal account to send you the money. The rightful owner of the card/account has noticed this, and the money was returned to them. You can't do anything about this as you were conned. Paypal offer some protection to buyers against fraud, but very little protection to sellers.

    If this is what has happened, there's nothing to complain about, apart from petitioning Paypal to offer better protection to sellers and to refuse to use their service again until they do.

    Based on your first post, when you say Paypal claim the transaction was fraudulent, then I'm betting the account was fraudulently used. You're pretty much screwed if this is the case.

    Have a look in the Resolutions Centre of your PayPal account, you should find out some more information on it there.... it should at least tell you what type of case it is.
