Setting up TV Out, any help?

Oh Hai, I was trying to help a mate of mine setup his computer to his spanky new flatscreen telly. I've done it before with my laptop and my tv with an s-video, which was not really a problem. However trying to do this is a bit different, his got a VGA cable and we can connect the computer and tv, but we just get a black and white scramble, not much use for watching the hilary duff porn like =/

Can anyone help out or recommend me a guide, easy to follow guide to set this up?

Try changing the computer resolution all the way down to 800x600.

Also make sure the tv-out mode is set to PAL.
