    Is there a name to describe a person who feels that they experience every minute of the day as if it's an hour and is acutely aware of everything they do, even down to their footsteps?

    Then first I've always called time dilation, I don't know if thats medically accurate.
    I'm unsure on the second. I have hypersensitivity, so tiny noises are sometimes deafening, and cloth can feel like fibreglass, and attention is ramped up. In my case, this is likely due to being along the Asperger's spectrum, but I regard these as 'normal' variations of consciousness.

    I only have them as recurrent incidents, would be very hard to function if was 'always-on'.

    God, i suffer those symptoms from time to time, and i put it down to boredom! They are eliminated when I find something interesting to do.
