    Garda stops someone who is found a L driver and establish “not qualified to drive on their own” noted for the future and told to drive on!

    True, I was agreeing with the op's irony of the fact that you can still drive off.

    Given the amount of cars on the road with Provisionals its much better to catch 3 and fine rather than seize one and miss the other two.
