I know you can get programs to shut down you PC after a certain time - but is there such a program that exists where you can get a PC to power on at a certain time from shutdown?

You'd need something to send a BOOTP packet to a machine with Wake On Lan to do it.

it may not be what you are looking for, but you can usually set a time for the computer to boot up, in the BIOS. As feylya mentioned you could use WOL. You can download it here http://www.soft32.com/download/63-100836/WolSetup.exe
