UPC Available across the road but no upload signal

Hi There, I attempted to get UPC broadband installed, however when they came out with the modem they could not get an upload signal. The installer said that the apartment block across the road have it no problem. Is there any chance that UPC would do work to enable this? HAs anyone any experience of this? Thanks in advance.
