Charter of Fundamental Obligations

After the prolonged debate on Lisbon, one thing which I noticed popping up repeatedly is the Charter of Fundamental Human Rights. I can't help but think that there are enough charters, conventions, consitutions etc out there protecting peoples' rights and the only obligation on people is not to deny others those rights.
I would be interested in hearing what obligations you think should be put on people (not necessary political) to balance out the playing field.
