if there is a medical reason it can be done at public expense.

Is this for and adult male or child ?

thats kind of funny, i was thinkin of circumcision recently myself. talked to a friend of mine whos circumcised and hes put me straight on what i thought some of the benefits were. basically i thought it made your manhood less sensitive, apparently it does the opposite, making the whole member sensitive rather than just the top
