What's a "Constraints Study"?

    The N4 Mullingar-Longford road scheme is listed on the NRA website as being in the Constraints Study stage. What does this mean? Is the road definitely going ahead or is it not decided yet? What's the next stage after this constraints study is completed?

    Its an early stage of design where they are working out where roughly the route can and can't go - you don't want it running through towns or lakes or over mountains. It would then go through route selection and initial design. Each stage would have some form of public consultation.

    In this case, it starts at the end of the dual carriageway at Mullingar and ends at the start of the Dromod-Rooskey scheme, avoids towns and Lough Owel and Lough Forbes although they haven't fussed about Lough Iron and Glen Lough. It is relatively linear with options to go either side of each town.
