totally confused over guy sending mixed signals

Admirable, truely..... Maybe in future you should first of all educate yourself on sexual health, more importantly maintaining it. Secondly, reassess your reasoning for giving guys blowjobs as i think it's flawed. A 16 year old boy probably doesn't have the same intentions you do.

Well I'd have to agree with the folks so far in that it sounds like this lad is just using you, next time one of these guys you like asks you for a blowjob perhaps you should respond "ok, but only if you go down on me first", not the best way but at least it would help separate the guys who are only looking out for themselves from those who do find you attractive, not necessarily dateable but at least it's better than the current scenario sounds to be.
I can only imagine that your willingness to be used like this stems from some sort of self esteem issues and so the best plan of action would in fact be to try deal with these. You need to realise you are not just some whore they can use like this, heck even a whore gets paid for doing it, you are a person and they should not be expecting this of you.

The age of consent in Ireland is 17 for carnal contact i.e. penetration, with non-carnal contact being allowed at 15.

Not meaning to sound like an auld one here OP (and I can assure you I'm not), but the old expression 'why buy the cow if you can get the milk for free' seems to apply here. Put simply, this guy got what he wanted and now has lost interest. How long you decide to wait before engaging in sexual activity with a guy is your own business, but at your age I'd wait until I was in an exclusive relationship with a guy before doing anything like that.
