so, it took me a while to figure out where the hash key was on the keyboard, Apple has sneakily disguised it as a pound sterling sign.

But what confused me the most was what the key, under the Escape key is.
I mean what is the (± §) really used for? Is there a way in system preferences to reassign that key to something else? How come some macbooks from the states have it different?

Here is a picture of what my macbook keyboard looks like:

You can indeed assign shortcuts in the Keyboard/Mouse settings; unsure about changing keys from designated letters or symbols though. Can I assume that your Macbook is set to Ireland's settings?

The lack of symbol for the hash key is really annoying alright. I always forget which it is.

In System Preferences, click on the International Icon (Looks like the UN flag), click on Imput Menu and click on Ireland if it hasn't been selected. If you wish, do likewise in the Formats if you so wish.

    Just for the record...

The section sign (§; Unicode U+00A7, HTML entity § ) is a typographical character used mainly to refer to a particular section of a document, such as a legal code. It is frequently used along with the pilcrow (¶), or paragraph sign. When duplicated, as §§, it is read as the plural "sections" (§§ 13–21), much as "pp." (pages) is the plural of "p." (page).

And the ± probably speaks for itself ;)

Useful feature in the International preferences under Input Menu is the Keyboard Viewer option. If you select the tick box and also tick Show input menu in menu bar, you can see what character each key is assigned to. Press alt or shift for exciting effect!!

Nope, more likely to find it in legal documentation tbh. Not coding related at all!
