Taskbar changing appearance

Hope this is in the right place.
When ever i adjust video settings (in game) or shut down my computer the taskbar changes appearance.
Picture "taskbar1" shows my usual taskbar. And the other picture "taskbar2" shows what happens when i shut down etc.
The thing is i want the taskbar in picture 2. I cant get this bar from the settings under Control Panel/Display, at least I think I cant. Any suggestions?
Also in the 2nd pic, I dont know what some of those icons are. Which is slightly worrying.
    Thanks
    Ken

Have you got two antiviruses running?

In the first pic there is an AVG icon and in the second is what appears to be an Avira antivirus icon.

the second taskbar is just part of your desktop background,

ie its only part of the photo you have set as wallpaper

    different antivirus
    time in 24hr mode
first pic is of xp taskbar, second is of a vista taskbar
