What says the vendor selling the thing?

You do not need a licence to trade, you need a licence to sell intoxicating liquor and once you have this you can trade away.If it is described as fully licenced then there is no problem with trading but....the pub game is in a bad way and I would do plenty of research before investing as the industry is shagged.
There has been and still is a huge cultural shift and do not think you will reverse the trend.I don't wish to rain on your dreams but I have a lot of business experience and got rid of my licence just in time!

Thankyou elgransenor for your reply, I know there has been a serious change in the trend to pub drinking and I will take your advice and be putting a lot of time into research before any decision is made.

You do not need a licence to trade
There are of course other regulatory requirements - a tax clearance certificate, health inspector requirements and you may need the licence transferred to your name (I'm not sure how a lease situation affects this).

I get the impression that a lot of licences are being transferred from rural areas to Dublin (with 25% of the population it had 10% of the pubs).
