Help...big flooring problem!

    I have a shed that is slightly open to the elements. The concrete base was laid only a month ago and after two weeks I painted it with floor paint. ( I know...should have waited months). well we have had bad rain here and the rain has got in and turned my painted floor to mush! Cant save it...paint has lifted and softened and is a disaster!
    Two questions:
    Can I just tile over all this paint if I remove the soft stuff?
    I need to do something desperately, does the "one inch drying a month" line about concrete apply to tile adhesive too?

    Help...need to fix it fast. cheers
