Canadian Tax Return

I spent 6 months living and working in Toronto last year. Got home early December. The Canadian tax year ends in February so soon after this I filed my tax returns hoping to get a refund on part of what I paid. I filled in the forms as best I could (very confusing) and worked out that I was due back around 400 euro.
Waited for a reply which arrived today and I got a BILL for 400 euro that I apparently owe them. I'm heading off to call them now and find out what the story is. I'm convinced it's a mistake.
I was just wondering if it turns out to be correct what wil happen if I don't/refuse to pay it. I doubt that a mountie would show up at my door, although that would be pretty cool. But would it ever cause trouble if I tried to go to Canada again as a tourist? Any advice would be appreciated.
