Compliance with Part L and achieving a good BER rating is about more than ever increasing amounts of insulation

to "get there" you need to imagine a 3 legged stool - take 1 leg away and it falls down

    leg 1 - insulation
leg 2 - air tightness , and thermal continuity - look here
    http://www.planningportal.gov.uk/england/professionals/en/1115314255826.html
    leg 3 - m+e specification ( boiler / heat pump / solar panels / HRV etc )

my thanks to Archie on the construct ireland forum for this weblink

    http://www.playtheregs.com/

word of caution - it relates to UK regs , and is not a substitute for designing* to Irish regs .

However it is the the best ready reckoner i have seen to demonstrate the "3 legged stool" analogy . PLAY AWAY - you'll see

    * meaning appoint a BER assessor / building professional
