    http://ec.europa.eu/consumers/dyna/rapex/create_rapex.cfm?rx_id=182
    Product: Carabiner
    Brand: KONG
    Type/number of model: 0426
Description: Oval carabiner. The packaging is a plastic bag attached to card on which the details of the manufacturer are printed.
    Country of origin: Italy

The product poses a risk of injuries because it does not withstand the static strength test which could lead to falls. The test was carried out on the major axis, and it was noted that the connectors break when the following forces are applied:
    - force of the major axis with the gate pen: 6.1 KN (required level: 7 KN)
    - force of the major axis with the gate closed: 18.6 KN (required level: 22 KN).

    Apparently they're safe after all:

It looks quite strange that the a.m. Instituto Nacional del Consumo Carlos Arnaiz Ronda is not aware of the fact that this number 0426 does not refer to the carabiner’s part number/model but to a notified body.
This misleading information (i.e. the confusion between the Notified Body identification number and the part number) apparently implies that all Kong’s items are not safe, as – we repeat – all our items are marked with CE 0426.

That's actually pretty interesting - looks almost like someone created a hoax alert about Kong biners?
You get hoaxes a lot on the net, but not usually about such a specific piece of equipment, or one intelligently written. If its not a genuine mistake, then I wonder who started the hoax?
