I’m kind of interested in Executive Officer/Diplomatic jobs in civil service, is there any links to those threads?..Thought I saw them discussed here a few weeks back..

The Junior Diplomat competition just opened but the Executive Officer competition is over.

Entry level diplomatic jobs are at AO/Third Secretary level (equivalent to HEO level- but without having large numbers of staff reporting to you). Competition for this has now been announced over at www.publicjobs.ie under the Junior Management/Graduate section. You need an honours degree (or a professional qualification such as barrister) and have to be an Irish citizen for the diplomatic jobs (any EU citizen can apply for the regular AO jobs, but with the same educational requirements).
