technician jobs in council

i got called for a technician grade i interview today:) (after months of waiting GRrrrr!!!). i heard before that generally grade i's are existing council grade ii's who basically get promoted but the councils have to advertise. does anyone know if this is true or whether they do hire grade i's from people who are working…
