editing pic- no flash!

Hi! Does anyone knoe if there's a program (preferably free & easy to use) online that'll help me to edit a pic that I took with my mobile. You can kinda see the people in it but the flash wasn't working so it's very hard to make out the people?? Any wonder sites that'll help me with this?

The GIMP is a free photoediting program that almost matches photoshop.
A simpler program is Picassa by Google.

Bear in mind that if you brighten up the image the noise (fuzzyness i.e. low signal to noise ratio) will also be gained up.
Don't expect miracles.
