What make a whiskey rare and/or collectable?

it has to do with the number of bottles there is - yes ?

but if there is only a limited number of, for example -Connemara 12 year peaty irish malt whats to stop the distillery storing away whiskey today and in 12 years releasing another batch of 12 year old connemara whiskey

Yes, the number of bottles is important. And the presentation and quality of the whiskey. One usually leads to the other.

Cooley will release batches of Connemara 12 all the time. They won't stop producing the 12 year old. However, it is very unlikely that they'll release Connamara bottled in 2008, say, 10 years down the line. Firstly, it could damage their reputation if they claim it's a limited edition, and secondly, they need to turn over as much sales as possable to keep the cash coming in.
