    Are there any laws about where or where you can't keep a horse?

    We were going to make a sand arena out in the back and use it for temporary turnout until the field I am renting gets turned over (it's just rushes currently and needs a gate etc.) and also to put the horse(s) in during the night for security and also for riding of course. so, we checked with horse warden to make sure it was OK.

    according to him I would need a licence to keep a horse in a residential area costing €5,000 and install something to dispose of the manure (I presume he means like a slurry tank?) and also get written permission from neighbours because if they complained he would have to seize the horse.

    Is any of that true? I couldn't find anything in the control of horses act etc.

    I personally think it's ridiculous when I can put a horse across the road with no issues when it's also adjacent to a house.

    also please no comments about my turnout choices etc.

    First off - no legal advice given on boards; go see a solicitor or some other professional. Any advice given here is simply the opinion of other posters. Get this checked by a professional before you make a decision.

    OK i don't know about the laws so i won't comment. I would just get written proof that your neigbours are ok with it. As for manure disposal. I think he means a concrete container of sorts with a solid base and an area for collecting seepage. Then it's up to you to dispose of it at regular intervals.

    Oh and like Zaraba said, why don't you just go and check with your solicitor? Or go into your county council and ask them.

    Regarding the manure, you'll need a dungstead or midden as it is known in certain areas.

    KG, it appears that you can't just build a sandarena in a residential area. You need permission to do this.

    I personally, have not heard of a 'horse license' but then it may be something to do with this being a residential area.

    You should be ok to work ahead in the field if it isn't classed as residential land, however you should go to your local planning department and be guided by their advice, along with the advice of any legal professional

    There is also a planning and construction forum which might give you more detail, but the same caveats apply for legal advice.

    How big is the sand arena you're going to build? And for how long (ie- how many hours) were you going to leave the horses(s) turned out during the day? If it was just an hour or two it'd probably be ok, but I don't think it would be the best idea to leave them turned out in it all day every day.

    Then there's a huge number of questions about which you have to think; will you be feeding them out (ie - how messy will the arena be when feed (especially hay) is dragged around the arena? will they have access to water or will you have to carry buckets to and from from the yard? will the horses be safe (from people who live close by)? will they have shelter from the elements?

    Another thing to think about is whether or not you feel the horses will roll out in the arena? And if they do, do you think that they will dig down to the membrane and rip it, thus revealing (and possibly pulling up) the sharp stones that are below for draining.

    However, the main thing about which I would be concerned when keeping a horse in a residential area (or with close neighbours) is how safe the horse would be. I've heard some awful stories about cruelty from neighbours' kids and teenagers (and, unfortunately, even older people).
