I would like to know what is the best time of the year to visit London? What are some hotels I could stay at with pretty good rates and comfort?

Do a search here for London - you'll find a plethora of thereads about what to see, when you see it and where to stay :)

Summer best time imo, so from now

South Kensington area, best area in London imo, plenty of restaurants and cafes, hotels nearby, really beautiful area, very close to Knightsbridge and Harrods and Oxford street by tube, very close also to Kensington Gardens -10 minute walk a great park, direct tube to Heathrow, the below hotel offers excellent value imo. Great restaurant in hotel, large bar, comfortable but small rooms, perfect for two people. First link is hotel link, second link, main Holiday Inn uk site, I find you can get better deals on the second website.Click on bed and breakfast link and type London and search for hotel, until the Holiday Inn Kensington Forum comes up.
