Since it's pretty clear a lot of the tools posting ads aren't stopping to read the finer details of the charter, would it be worth it to put the blatant "NO FOR SALE ADS HERE" into the title again?

Doubt it'll stop people but it's worth a shot.

I think a lot of people dont read them at all. I always think that the stickies dont stick (pardon the pun :D ) out enough.

Perhaps a good idea would be to have a blank space between the last sticky and the first post. Or would it be possible to have the thread title written in red ?

    Just my opinion :)

You'll notice that people who post ads are people with very low post counts (generally less than 10) so it doesn't really matter about making the charter title red or bold etc. It's just one of those things that has to be dealt with. It's also one of the reasons why the Report Post function exists. Generally, I don't have time to check the Instrument board a huge amount but I do get my email quite regularly so threads can be dealt with.

Fair enough, but I still think they could be made to stand out more.

Actually, the current version of vBulletin doesn't allow different thread title styles so they can't be made red or bold.
