To actually be an economists you'll need at least and MA or a PhD but having it as part of an arts degree is great it opens up loads of business MAs and jobs that mightn't otherwise be open to someone with an arts degree.

If he teamed it with something like Maths or Finance, there's loads of jobs available. If he wants to do a more traditional Arts degree it's more closed.

    Is he good at maths?

I did Economics and Finance and could have gone into most financial jobs with it. I chose not to do as much economics as I could have.

You do need a Masters in Economics to become an Economist. I know for example that Davys Stockbrokers are recruiting for an economist at the minute. That's something he could do.
