Green license plate proposal - April Fool's?

    I read of this proposal in the Kilkenny Advertiser print edition, although I don't see it on their website.

    This is the only link I could find. It refers to the Sunday Business Post, but I couldn't find on their website either:

    In the KK Advertiser, there's a quote not found in the link above, to the effect that the "cool part" (yes, they used those words) of a car's registration would no longer be the year, but its CO2 emissions level.

    Are they serious or was this published as a joke? It seems so ludicrous as to beggar belief. Someone please tell me it was an April Fool's...
