help with excel

Im trying to put a board which holds cards into an excel sheet.I am going to divide the info on thr board into several sheets. The 3 main sheets will be a sheet with a list of the projects, a sheet which displays all the mini projects being carried out within the main project and the final sheet will display a card which can be filled in by the user. By clicking on links within these sheets the user will be able to easily navigate between these sheets.
When the user enters the file he/she will see a list of projects, they can click on a certain project and they will then be able to view the projects already in there or add their own. If they would like to add their own they simple click on an empty slot and a form will show up. They then fill out this form and their information will be added to the mini projects sheet and the screens sheet. I have not yet decided whether I will use hyperlinks to bring the user to a sheet which would resemble a card or whether I’ll try and create a form in excel where the user would click add and a form would pop up.
There are several other thing I will have to take into consideration as I progress with this project. The things that come to mind at the moment are security and multi-users. Do I allow anyone to access the file or will I ask the user to enter a password. And when they are in the file do I allow them to edit it or just edit certain areas. As far as I know excel only allows one user to access a file at a time. I aim to find a way around this.

This is my plan so far.Has anyone got any ideas that can help me?

At first read through, I think doing this in Access would be a better idea. You can add password security to it, and allow it to be access by more than one user.
