1980s Irish short film about editing (What's it called?)

When I was in secondary school one of our teachers showed us a short film during a film studies class we took in transition year. The film was made in the early 1980s and it was very clever - it was basically about the power that a film editor has.

The plot synopsis is that the main character is an editor who works for RTE. At the start of the film we see him get up then drive to work. He comes across as a bit of a loser. As he stops at traffic lights a car pulls up beside him full of young punks (and they are actual punks I think, this was the early eighties) slag him off.

In the next scene we see him in the editing studio cutting and slicing away.

The closing sequence shows his whole morning again, only this time in edited form. While no new footage has been added, the existing footage has been doctored to make him look a whole lot cooler.

Now has anyone else seen this film, and does anybody know the name of it?
