I recently received a letter that stated ''It is alleged that you were speading etc etc'' and that I should forward payment etc etc. Could someone in the know here please tell me what the story is if I wasn't the one driving? Are all fixed fines sent out to the person the vehicle is registered to or what;s the story? Thanks
