When is an 'attic' an attic?

    We have been giving some thought to our 'attic' recently and one odd question has occured to us which someone might be able to answer.
    The house has an interesting planning history - it was built c.1980 but planning was only acquired (as retention) in 2005 during our - protracted - purchase of the property.
    It is a 3-bed semi with a basement below one half of the house (as it is built on a slope) and a reasonable attic space above (with access via a hatch/ladders).
    What we are curious about is that the 'attic' has a large window in the gable (with a great view down to the sea). Does it still constitute an attic (in a planning sense) - or does the window mean it is actually a 'room'?
    What is the technical definition of an 'attic' in a property??
