Garda Clearance for Health Sector post

My brother will (hopefully) be qualifying as a Dietician soon. If he gets offered a post in Ireland (i.e., if the jobs freeze with the HSE is lifted!), I understand he will need Garda clearance before he can take up the post. In my dept, we were appointed a new member of staff 2 months ago, but he's still awaiting Garda clearance - so obviously it is a long drawn out process!
What I want to know is, can my brother apply for Garda clearance now before he qualifies, so that if he is offered a post he can start straightaway? What is the procedure?

As far as I know, the employer is the requester for Garda vetting, the employee would not request clearance themselves. Also as far as I know, the system is so recent that employment will commence anyway pending vetting, so it won't prevent or delay employment. Obviously UK or other foreign residence will add further delay to the response, which I think is at least 3 months for a single-address Irish resident anyway.

He can apply for garda clearance himself as long as he states the reason for wanting it. I had to do it for a health sector job, I didn't go ahead with that job but the one I did go for (in a hospital) did it themselves and I got the job before they got the clearance.

Also, it might be worth getting the employer to enquire as to the status of the clearance. Clearances for jobs usually only takes 6 weeks :)

People were telling me it was 12 weeks for school posts back in September, but there must be a huge peak of public appointments each autumn, and I don't know if there is any prioritisation of different employment sectors - e.g. jobs specified as having contact with children.

When the jobs embargo ends, there will be a massive surge in HSE applicants! Anyway, thank you all for your posts.
GDM, were you allowed to start your post before your employer got the clearance?
