Minimum contract hours question

A problem recently came up in work and its to do with contract hours and i need some advice. If you have a 20 hour contract, does this mean that you have to get paid for at least 20 hours per week?? Or does it mean they only have to give you 20 hours work and then with breaks deducted, you get paid for possibly around 18…
