    Is a contract between a county council and consumer required for the supply of water to a comercial property?

    I've rented various commercial properties and have never signed a contract for water supply.
    It may be a new development so that they can then get someone to sign up for direct debit payments.

    Its not so much a contract as a tax. You don't sign a contract before paying commercial rates do you? Its the same thing.
