Paypal dispute

I bought a product from Ebay last November. Long story short the seller sent me the wrong product - I sent it back - they never sent me the correct product. I contacted my credit card company and initiated a chargeback.

Paypal did not dispute the chargeback and I got the money that was billed on my credit card back. However, I had €25 credit in my Paypal account from a sale I had made. This was not refunded. I contacted Paypal and their response was:

    "Dear XXXXX,

    Thank you for contacting PayPal.

Unfortunately, your credit card company is only able to help you recover
the credit card charge. Funds used from your PayPal account are not
recoverable in this process. Please contact the seller directly to
    request reimbursement for those funds.

If you have any further questions, please feel free to contact us again."

Does anybody know if I can address this?

Did you do a Paypal dispute before the credit card charge back? Paypal are correct about the charge back only recovering the amount that was originally charged. How long was it before you did any of this? Paypal only allow disputes up to 30 days (or maybe 45, can't remember) after the payment. Beyond this, they'll do nothing for you, and your money is gone.

The only thing you can do is contact the seller and see if he'll send back the money owed, unlikely if you got nothing from him so far. Leave him negative feedback is about all you have.

Ebay has "buyer protection", but I've never had to use it, so I'm not sure of the inner workings

Thanks, it was back in November so quite a while ago.

I can't even leave negative FB because it was so long ago. Is there a way to still leave FB after 60 days?
