damaged walls

    i have a problem with exterior walls in an old city building which is nearly one hundred years old i have been told that is coming from the area where the foundations where as they where never damp proof so now the walls where painted 4 months ago and if you touch off it, thepaint will go on your clothes, also the ceilings are damp. this is occuring on entrance to the building as it is on first floor so it is along the stairs area where a lot of customers come up and down, does anyone have any suggestions on what could be done with the wall, space is a major factor as it is all the way along the stairs
