split line questions

    if your dial up speed goes down from 48kbs which it was at for years down to 28.6kbs does that mean you have been put on a split line?

    is there some law saying your not allowed be put on a split line anymore if its possible to avoid it?

    long story but best ring in a fault about degraded voice quality, eg echo and crackle, and keep at them .

    i have a neighbour whos phone line comes off the same pole as ours and they can get broadband but arent going to.
    is there any way the lines could be switched at the pole?
    surely that wouldnt take 5 minutes?
