taskbar applications unclickable (flash instead)

    Ive been having this problem recently but afraid i cant seem to fathom when it started nor anything that could have triggered it... but when i click on something on my taskbar it just flashes orange like its trying to get my attention ... neither normal click or right click will work i have to alt tab to the window....

    ive tried googling but the problem doesnt seem to be able to be described quite accurately to the degree that the results dont include other results.

    Ive tried the basics by restarting explorer and checking out settings but nothing seems out of the ordinary i can remember having this problem in the past but i dont think ive ever dealt with it... if anyone has personal experience themselves or knows an angle i could try i would appriciate the feedback

    EDIT: btw even when windows are currently active and i click on it on the taskbar it still flashes not too sure if that helps or not
