moving house from uk+ tortoise+hawk to Eire

Hi a friend of mine is moving to Ireland in a few weeks. and has a tortoise, about 50yrs old at this stage ! he is also hoping to bring over some harris hawks that he owns. just wondering does anyone know if this can be done easily or hoes he have to contact the dept of Agriculture or something ?? thanks in advance
