    Alrighty then,
I'm a noob to photography and still learning the ropes.
Lately i've seen photos which are B/W but certain parts are colour. It could be a close up of a flower in B/W but the petals are coloured.

How do you do this? I tried messing around with layers using a photo editor.
Also what is this type of photo called?

You mean something like this --

As to how to do it ... well, I created a separate layer and made it B&W. Then I deleted the portions in that layer that I wanted colour to come through on.

Not really that complex, but it just takes time.

Is it time consuming? it looks like a lot of work

It can certainly take time. It depends on how good you want it to look, and how intricate it is. But, you can do it bit by bit, especially since the colour and B&W are on separate layers.
