    i have been the victim of Credit card fraud
    basically i sond somebody an item and they have done a chargeback 3 months later saying it never arrived even though i have signed for delivery
    PayPal lost the dispute (suprise suprise) and they told me to go to the Guards and report it

    is there a dedicated police credit card department or will i just walk into my local station and tell them ?

    Ring the credit card company first and report it to them.

    Credit card fraud is where someone else uses your card details to make purchases. What's happened here is that someone sent you a payment, but then fraudulently (or mistakenly) charged back that amount.

    He'd need to report the buyer to their credit card company, but won't be able to do this as the payment was made through Paypal. Paypal should have disputed the chargeback (as is supposed to be their policy) and contacted him for proof that of delivery.

    This is not so much a question of fraud, but one of incompetence by Paypal costing you your money. You should ask Paypal if they disputed the chargeback and if so, what conclusions they came to. If they did anything wrong in this dispute, or didn't bother to dispute it, then it's their problem and not yours, and you shouldn't have to pay for it.

    I'm not sure if Paypal are regulated by the Financial Regulator here, I think they might be, but you should contact them to see where you stand. This is basically a case of Paypal not doing their job (as a money broker) properly and then expecting you to pay for their laziness.

    It could also be that the payment was sent from a hacked Paypal account, or the without the actual cardholders permission. In these cases, Paypal should be responsible for ensuring the security and accuracy of the card details since you have no way of verifying them.

    AFAIK Paypal is regulated in the UK by their FSO. A complaint to them may well be in order.
