How long would it take to drive from Dun Laoghaire to Newlands Cross in the morning - to arrive there about 9am, what time would I have to leave?

depends on day of the week, but anytime from an hour to an hour and a half assuming traffic isn't a nightmare. Tuesday is probably worst day.

best way is leave before 7.30 go up up from the peoples part to the Noggin hill roundabout take the 2nt turn and out by the graduate, follow signs to M50via cherrywood / loughlinstown entratrance and go from there. Going to the M50 via sandyford can be a nightmare with the lights on the stillorgan road. On the m50 its hit and miss with traffic, usually slows down completly past Tallaght but could be worse before that with the new roadworks and reduced speed limit to 60kph.
