Can anyone tell me how do you sound proof a shed, its built from cavity blocks 30' x 18', I want to use it for dog runs and do not want complaints from the neighbours.

Are they going to be on a treadmill?

You need to think about where the sound can get out - through the blocks is the least likely route.

If the roof is made from a light material, sound would go through there easily. Attic insulation or fiberboard would help.

Have a look at where the roof sits on the walls - are there any gaps? These would definitely need to be blocked.

What type of windows? Double glazing will be needed for soundproofing.

Does door fit well - needs to have no gaps (use draught excluder) and be fairly solid.

You are going to need ventilation for your mutts. This is probably the trickiest part. An air intake in the apex of the roof (with a rain cover) and forced (fan) extraction at ground level (facing away from neighbours) would probably be the best bet.
