    I have a 99 Escort and the fan speed selector (for the interior blowers) isnt working properly...

    speed 1&2 - nothing

    speed 3 - Full blast

    Is this a relay problem or a speed selector switch problem?

    There is a resistor board under a small cover in the top of the blower unit (accessible from under the bonnet and behind the bulkhead). It's a small plactic panle about 2 1/2 by 1 1/2 inches. The resitor board has three resistors, one for each fan speed. It's a ten minute job to change it, and the board is readily available from Ford dealers or car breakers, but take it out and check first that it is faulty!

    If that's OK (and the electrical connections to it and the earth cable from the motor is making a proper connection (comes out through the blower casing and bolts to the vehicle body), then it might be the blower itself. Escort blowers are known for wearing out their motor brushes at about the age of yours, and the worn brushes will only allow sufficient current to run the motor on max current (ie, min resistor and full speed). To the best of my knowledge the brushes are not replaceable, and you have to buy a new complete unit.
