I have a Dell Poweredge 2800 with a degraded disk. Boot up has paused. It's prompting to enter the configuration utility or continue. Should I go into the the utility and try a rebuild from there or continue into windows (server 2003) and look for an array manager in there?

Is the RAID array created and controlled by the BIOS utility or by Windows own internal RAID system? In your case it sounds like the RAID BIOS controls it, so use the configuration utility to rebuild.

dell provide lifetime over the phone support.
call them and they will talk you through the rebuild.
