You have to tell the laptop to output through the svideo port. This is usually handled by a combination of the function key and another key. On my dell inispiron 9400 it's fn and f8

Or you can do it the old fashioned way:

Right click on a blank part of the desktop
    Properties
    Settings (usually last tab)
Right click on monitor 2 and attach.

I have similar setup. The only thing is that I have a 4 pin s-video in the tv and 7 pin s-video in the comp. Can you get a cable for that or do they both need to be the same?

Im pretty sure the extra pins are just for hd audio or something like that. A 4 pin s-video cable will work fine with it.
