    Workaround:

    In any program.
    Hold Alt.
    Type 0128 on your Num Pad
    Release Alt.


    Ascii code.

    What do you mean by Number Pad?

    Or else try holding down control and alt together then press 4 (on top line not num pad)

    What about AltGr + 4? That's the proper way as opposed to ctrl+alt
