more than likely yes, always plan to pay, your reason for buying from a location should not be because you hope you will not have to pay customs charges.

    I am in Dublin (south).
    There are two options:
    1. I can order whole lot.
    2. You can order and I pay in advance.

VAT and tax: We can choose ground mail and it will lower risk of VAT applied. Ideally we need to keep order below 150.

What do you mean by "lower risk of VAT applied", are you trying to say, would like to evade tax?

TBH, the application of excise VAT is completely random so there is no magical way around it. It's pot luck and discussing otherwise is frowned upon (and a moot point anyway).

I'd be looking to order quite a bit of stuff (BDUs x2) and decent knee-pads that don't slip, so there goes keeping it under 150.

That would be tax avoidance, not tax evasion. Tax avoidance is legal, evasion is not. Avoidance would be the likes of ordering items under the customs threshold. Evasion would be instructing the sender to mark the boxes at a lower value. Not to be confused.

When are you intending on ordering?
