the best one would prob be the hermans , but your best bet is to
go to a shop that know what there talking about,
I'd recomend fintastic aquatics or reptile haven, both shops have them on stock and will be happy to help you ,
if you go to fintastic aquatics make sure you look at the red iguanas,
    stunning

There's no such thing as a "beginner" tortoise tbh. They need a lot of tlc, I'd go to the tortoise trust site and read up before you make a decision, they have many requirements that must be met.

Go the Reptile Haven on Fishamble Street and ask Ben.

Then go and buy a book on that tortoise or look it up on the internet

Not doubting that you do Padjo1981, but there's no such thing as a beginner tortoise. They need a lot of care and attention.
They have very special requirements which have to be met. Not doubting your sincerity or intentions, but they deserve a knowledgable owner, as a lot of them are endangered and are on the C.I.T.I.E.S. List. That's why I posted a link to the tortoise trust site, I think it's the best resource around when it comes to Tortoises.
