Above Front arch. When you're going through front arch from front square, you turn left. Go through the door, go up the stairs, look out over dame street, continue up the stairs, and voilà.

It's directly above you just as you enter the Front Arch from outside Trinity. Go through the door on the right and up the stairs to access it.
